"I'll give a warning to Canada maybe next week that they better pull that thing out, or I will set sail for Canada and dump their garbage back there", he said.

Philippine police say they have killed almost 5,000 alleged drug users and pushers who fought against arrest in the crackdown, while rights groups say the true toll is at least triple that and may amount to crimes against humanity.

Speaking to officials during a visit north of Manila, an area ravaged by an natural disaster on Monday, Mr Duterte said he did not care if his stance on the issue turned the two countries into enemies.

"I'll give a warning to Canada maybe next week that they better pull that thing out or I will set sail doon sa Canada, ibuhos ko 'yang basura nila doon (in Canada to bring back their trash)", he said during the situation briefing on the effects of Luzon natural disaster held at the Pampanga Provincial Hall. Papasunod-sunod 'yan na pinapadala 'yung basura sa atin.

Trade and Industry committee chairman George T. Siy of the FFCCCII said hosting the BFA for the first time will allow the government to promote the Philippines as business partner.

"Awayin natin ang Canada. We'll declare war against them, kaya man natin 'yan sila", he added.

"Load the containers to a ship, and I will advise Canada that your garbage is on the way". Prepare a grand reception. "Eat it if you want to", he said. "I told Jagger, Customs chief, to send them back".

Between 2013 and 2014, Canada shipped tons of waste in 103 containers to the Philippines and, in the years since, has been pushing the Southeastern Asia country to dispose of it. "I will not allow that kind of shit sa ating bayan (here in our country)", he added.

The garbage was initially declared to contain only plastic scraps.

"Canada is strongly committed to collaborating with the Philippines government to resolve this issue and is aware of the court decision ordering the importer to ship the material back to Canada", said Sabrina Kim in an email to CBC News.

In 2017 at the end of a summit of Asian and Western nations in Manila, Duterte berated Canadian Prime Minister Justin Trudeau for raising questions about his war on drugs.

The garbage reportedly consisted of used adult diapers, newspapers, plastic bottles and bags.
