Mr. Giuliani has been working on the trouble with assorted allies of Mr. Trump whose involvement has no longer been previously reported, along with Victoria Toensing, a attorney who used to be named final year, along along with her husband, as piece of the biggest team representing the president within the special counsel's investigation.

And while both Giuliani and the Times said Ukrainian prosecutors have reopened the Burisma investigation, a spokesperson for those investigators told Bloomberg they had not done so.

In an interview with Politico, Trump said he and Barr hadn't considered an inquiry into his potential 2020 opponent - but he didn't rule it out, either, saying "certainly it would be an appropriate thing to" discuss with Barr.

On Friday, Giuliani asked Democratic senator Chris Murphy, a fierce critic, to "explain to me why Biden shouldn't be investigated".

"I just think it is highly unethical for the President's personal lawyer to go meet with officials from foreign government to see if they can influence somehow the upcoming presidential election", Warren said in Kermit, West Virginia.

Mr. Giuliani said he had been planning for several weeks to travel to Kyiv to deliver a paid speech to a Jewish group about Middle East policy.

Mr. Giuliani's planned trip, which has not been previously reported, is part of a monthslong effort by the former NY mayor and a small group of Trump allies working to build interest in the Ukrainian inquiries.

"It's stunning that the Trump administration is going down the same tragic path they did in 2016".

Giuliani has said he updated the president about his findings on Ukraine, a nation deeply reliant on the Trump administration for US military and financial aid.

During his visit to Kyiv, Giuliani also hoped to get new information on the work of the son of former USA vice president and Trump's main rival in the current presidential race Joe Biden in the board of directors of Ukrainian natural gas firm Burisma Holdings.

"If this isn't criminal - and Bob Mueller said he could not prove all the elements of a crime - then maybe we need to change the elements of that crime, because we cannot make this the new norm, where if you cannot win an election on your own, it's fine to seek help from a foreign power", he said. "I hope for (Biden) it is fake news". What's more, this is a plot that goes back months.

While his Kiev excursion may be canceled, Giuliani has reportedly already met with Ukrainian officials in the U.S. regarding leaks about former Trump campaign manager Paul Manafort's business dealings in Ukraine. He had told the publication he planned to ask Ukraine's new president, Volodymyr Zelensky, to look into the origins of special counsel Robert Mueller's Russian Federation investigation, as well as former Vice President Joe Biden's son's past connections to the country.

"We're not meddling in an election, we're meddling in an investigation, which we have a right to do", Giuliani told The Times.

"Somebody could say it's improper", he said.
