"The recovery of a Bell helicopter that crashed in New York's Hudson River Wednesday, revealed the helicopter was substantially damaged, as such, NTSB will investigate the event as an accident", the agency said via Twitter.

Dramatic video footage of the incident shot by witnesses and posted on social media showed the helicopter spinning seemingly out of control over the Hudson near 30th Street, before plummeting into the water.

It's believed no passengers were aboard the chopper.

A mobile phone video of the helicopter going down, taken by a WCBS TV editor, showed it descending into the river just feet from the helipad.

Officials said the pilot and a worker on a nearby helipad were treated for minor injuries.

A person who answered the phone at a lounge at the helipad said the pilot made an "emergency landing", but was okay. The pilot was not injured and immediately exited the aircraft.

"Please stay clear of 34th St and 12th Ave on the West Side so emergency response teams can complete their work".

"Harbor secures a helicopter that fell into the Hudson River moments after taking off from the W 30th Street heliport".

"It was just instinct".

Capt. Adam Sciaino was carrying passengers between West 39th Street in Manhattan and 14th Street in Hoboken when he saw the helicopter go down at about 1:20 p.m., making it his second rescue in 10 years. "Just another day for NY Waterway rescues", Sciaino said.

Sergeant Jessica McRorie, a spokesperson for the Deputy Commissioner of Public Information, tells PEOPLE that the injury the pilot sustained was to his hand: "The helicopter had refueled and was attempting to move to another location when it landed in the water". "We're right here. Edwin Montoya is an outstanding deckhand".

It was pulled to the shore shortly after the crash. Several NYPD and FDNY boats were alongside the helicopter. The pilot's injuries are also not considered life-threatening. The helicopter appears to level out and water sprays as the craft goes down.
