"Boeing has completed development of the updated software for the 737 MAX, along with associated simulator testing and the company's engineering test flight", said the United States top aircraft manufacturer on Thursday, Xinhua reported.

But Boeing's announcement - which lifted shares of the embattled company - comes only a week before the US Federal Aviation Administration is set to brief its worldwide peers among civil aviation regulators on its process for allowing the planes to fly again.

Boeing said that flight has not yet been scheduled. The US Federal Aviation Administration, however, quickly made it clear that, no, that doesn't mean the 737 MAX has been cleared to return to service just yet.

Speaking to reporters and analysts a day after SIA reported a 47.5 per cent drop in profits to $683 million for the year to end-March, Mr Goh said SIA will pay "close attention" to the developments of the 737 Max software update.

In both accidents, the automated Maneuvering Characteristics Augmentation System, or MCAS, pushed the planes' noses down while the pilots struggled to regain control. A total of 346 people were killed in the crashes.

The FAA, other regulators and airlines are reviewing the company's plans for additional pilot training, the company said.

Boeing has delivered about 370 Max jets around the world, but they have been grounded since mid-March.

Boeing engineers have been working on the software update for more than six months - far longer than they expected - having started shortly after the October 29 crash of a Max operated by Indonesia's Lion Air.

"I would call it the beta version", Lawrence said.

Other reports have indicated flight crews may not have been aware the systems were not operational by default or otherwise received insufficient training.

With Boeing nearly finished with its software fix, the next step will depend on the FAA.

Elwell faced tough questions around the certification process that critics say delegates too much authority to Boeing.

On the pilot training and error front, NTSB Chairman Sumwalt placed the responsibility firmly on Boeing: "If an aircraft manufacturer is going to sell airplanes all across the globe, then it's important that pilots who are operating those airplanes in those parts of the globe know how to operate them", he said. "The reason why they submitted it to us is so we can stick it in the simulator so we could test it, so we can also look at their system safety analysis and see whether it will appropriately address it".

Once global regulators clear Boeing Co's 737 MAX to fly again after deadly crashes, airlines which have put their fleets into mechanical hibernation since March will scramble to begin the biggest ungrounding effort in history.
