The High Council for the Climate, inspired by a similar body in Great Britain, was created by French President Emmanuel Macron in November 2018 during the height of the Yellow Vests protests and is made up of 11 experts.

Macron will become only the second foreign leader to meet Naruhito, who took the throne last month after his father abdicated.

Ghosn, a French citizen, once headed an auto alliance of Japan's Nissan and Mitsubishi Motors and France's Renault, and his arrest has laid bare tensions in the partnership. After Mr Ghosn's arrest, Renault opened Paris-backed talks on a potential merger with Fiat-Chrysler without first consulting Nissan, prolonging the spat.

Macron met with French citizens on his first stop of the trip and told them that the auto alliance is something "we value highly", calling for all parties to work to "make it stronger in the face of global competition".

"This is something we must do together", he added.

"The Renault-Nissan alliance is a jewel in the industry", Macron told French expatriates in Tokyo.

Currently, Renault has a 43.7-percent stake in Nissan and the Japanese automaker holds 15 percent of the French partner's shares.

Merger talks auto manufacturers Fiat Chrysler Automobiles NV (FCA) and Renault SA, which ended inconclusively in early June, and may resume in the near future depending on the outcome of the two events held this week in Japan.

A lawyer for Ghosn urged the French leader ahead of his trip to raise human rights issues with Abe, after criticism over the lengthy pre-trial detention of the former auto executive and the strict conditions of his bail.

Macron was speaking in Tokyo on a visit ahead of this week's Group of 20 meeting, where climate change will be among several contentious issues on the table, along with trade and tensions with Iran.

The G20 is expected to be dominated by the ongoing trade war between China and the United States, as well as concerns that spiralling tensions between Washington and Tehran could lead to war.

Macron said on Wednesday France would remain vigilant that Carlos Ghosn's presumption of innocence and the former Renault-Nissan leader's rights to defend himself in a Japanese lawcase are respected.
