The man alleges that when he told authorities he was being treated for pneumonia and asthma, an officer said to him, "I don't care why you're here, you're going to jail", and proceeded to transport him.

Dukes said he's filed a complaint with the city, and according to his Facebook post, is working with an attorney.

Police are now investigating why Shaquille Dukes, 24, was arrested outside the hospital in Freeport, northwest of Chicago, on June 9. "The first thing he said to me wasn't, 'What's your name?"

However, according to the police report, the security officer called police when the three men shouted at him and approached him in what he believed was a threatening manner.

The Freeport city manager investigating the arrest of a man last month attached to an IV outside a local hospital has asked a police chief from another community to determine if the officers acted properly. Even though Dukes notes that a doctor had approved the walk on hospital property, per WGN, the guard called Freeport Police, claiming he had "three black males attempting to steal medical equipment", Dukes says.

Dukes, his brother and a third person were arrested and charged with misdemeanor disorderly conduct. He says the IV was removed after he was arrested, causing him to pass out. Two of those involved were also charged with misdemeanor resisting or obstructing a peace officer, police said.

"They [the police] took my rescue inhaler and began to transport me to the city lockup, while in transit I began to have a seizure, and subsequently am asthma attack, I pleaded with officers for nearly four minutes to retrieve my inhaler from the transporting officer, and finally, when I became unresponsive, it miraculously appeared". When they arrived, the officers arrested Dukes's brother, who was with him at the time, before arresting Dukes.

Dukes said he was kept in the back of the police vehicle until paramedics arrived.

Freeport police Lt. Andrew Schroeder says people shouldn't rush to judgment about the case.

Bayliss identified the investigator as Mitch Davis, who has served as police chief for 18 years in Hazel Crest, Illinois, a suburb south of Chicago.

Dukes said he believes the incident should prompt additional sensitivity training for both police and FHN staff.

Dukes could not be reached for comment and the hospital said that without patient authorization it could not share information about the incident.
