With just four days to go, China is yet to officially confirm President Xi Jinping's proposed visit to India for the second informal summit in Mamallapuram near Chennai, but Beijing's envoy has said that the two countries should unleash the "positive effect of Wuhan informal summit" as they look ahead.

A letter written by Kancheepuram Collector P. Ponniah to the Superintendent, ASI, Chennai, reads that the Kancheepuram Superintendent of Police said the Chinese President faced high level of threat from various militant/terrorist organisations. Hence, elaborate arrangements have been made as per security norm.

Sources said no agreements, MoUs or joint communique are expected to be signed as this is an informal summit.

"The forthcoming Chennai Informal Summit will provide an opportunity for the two leaders to continue their discussions on overarching issues of bilateral, regional and global importance and to exchange views on deepening India-China closer development partnership", the MEA said in a statement. Chinese foreign minister Wang Yi, in his speech at the United Nations general assembly, said that no unilateral action should be taken to change the status quo in Kashmir.

After India, Xi was due to make a state visit Nepal on Saturday and Sunday, the first by a Chinese president in more than two decades. The two sides have already held over 20 rounds of border talks under the framework of the Special Representatives dialogue, set up to find an early solution to the border dispute. "This is in line with the common interests of both India and Pakistan and is the common expectation of the countries and the worldwide community", Chinese Foreign Ministry Spokesperson Geng Shuang said.

"Since the meeting between the leaders of the two countries a year ago, China-India relations have developed at a good pace". They added that political relations, trade and ways to maintain peace and tranquility along almost 3,500 KM long Sino-India border will be major focus areas in the talks.

In 2018, the announcement of the informal Wuhan summit between Modi and Xi was announced by then External Affairs Minister Sushma Swaraj on April 22, five days before the event on April 27 and 28. However, ahead of Xi's India visit, China on Tuesday said the Kashmir issue should be resolved between New Delhi and Islamabad, significantly omitting its recent references to the UN and UN Security Council resolutions.

It is also incidental that the moderation in the Chinese stance comes at a time when Pakistan prime minister Imran Khan and army chief General Qamar Javed Bajwa are in Beijing, to further cement the close ties between China and Pakistan. "There is no scope of discussion on this issue". India rules the populous Kashmir Valley and the Hindu-dominated region around Jammu city, while Pakistan controls a wedge of territory in the west, and China holds a thinly populated high-altitude area in the north.

India and China, home to more than a third of humanity, also have differences over trade, with both wanting greater market access, even if they share a common adversary in US President Donald Trump.
