Scotland attempted to block a Rugby World Cup misconduct charge on Wednesday, questioning whether the action was "appropriate" following their comments about a deadly typhoon.

The game went ahead after safety inspections but Japan won 28-21 against the Scots, who failed to reach the quarter-finals for only the second time.

Rugby World Cup tournament director Alan Gilpin said at a press conference in Tokyo: "We are very careful that people behave appropriately and we have referred to an independent disputes committee the comments by the Scottish Rugby Union and it would be inappropriate to comment further".

"Scottish Rugby is querying whether the matter is an appropriate one for the bringing of misconduct charges", a statement said.

Three matches between New Zealand and Italy, England and France, and Canada and Namibia, which were scheduled to take place on Saturday and Sunday, were all cancelled as a result of the havoc that the typhoon wreaked, but World Cup organisers managed to stage the Scotland-Japan clash following the passing of the storm in Yokohama.

A statement issued at noon Japan time today by an SRU spokesperson said: "Scottish Rugby once again expresses its honest condolences to the people of Japan and all those affected by Typhoon Hagibis which struck last weekend". We stand with the great people of Japan.

If the proceedings do go ahead, Scottish Rugby said they "look forward to receiving a fair hearing in this matter".

The Scotsman understands that the SRU remains unsure of what exactly an "independent disputes committee" entails and how the process will be conducted and what sanctioning power it would hold. "Because of that, it would be inappropriate to comment any further".

Dodson threatened legal action against the game's global governing body if the match didn't come to fruition.
