The subpoena follows a letter sent by House investigators Tuesday that requested Mulvaney appear for testimony by the end of the week.

USA congressional committees conducting an impeachment probe of President Donald Trump met on Thursday (Nov 7) for the first time with an adviser to Vice-President Mike Pence, but former national security adviser John Bolton failed to heed a request to appear.

Testifying before the committees, Hill shared that she was "shocked" by Trump's 25 July call with Ukrainian counterpart Volodymyr Zelensky, adding that it was "clear" to her that the White House was offering the eastern-European nation a military aid in exchange for starting a criminal probe into allegations of misconduct by Joe and Hunter Biden in 2016.

Bolton, per Hill, called the arrangement a "drug deal" and warned that Trump's personal attorney - who was helping lead the plan - was a "hand grenade" that threatened to explode and hurt those around him.

"My visceral reaction to what was being called for suggested that it was explicit", he said.

Lawmakers are seeking to find out how much Pence knew about efforts by Trump and those around him to pressure Ukraine to investigate former vice-president Joe Biden and his son Hunter, as well as foreign interference in the 2016 United States election.

Pence called the impeachment inquiry a "disgrace".

The familiar dustup between the president and the news outlet comes less than a week before the U.S. House of Representatives kicks off public impeachment hearings. At various points Kent also described himself as battling officials inside the State Department to ensure that congressional subpoenas were honored and a full accounting of Giuliani's activities reached lawmakers.

The public impeachment hearings for U.S. President Doanld Trump will start on November 13 and will include testimony from witnesses who previously gave their account of what happened on the a phone call with Ukraine. But with public, televised hearings starting on Wednesday, Republicans want someone in the arena who can mount a strong defense of Trump. The second hearing, scheduled for Friday, Nov. 15, could include testimony from former USA ambassador to Ukraine Marie Yovanovitch, NBC News reported. Democrats can veto the Republicans' witnesses.

The first impeachment hearings in the "open phase" of the inquiry are scheduled for Wednesday and Friday of next week, Intelligence Committee Chairman Adam Schiff said.

Republicans have been invited to submit requests for witnesses in the first public hearings that start next week and are expected to ask to hear from the whistleblower.

Republicans are already attacking the Democratic witnesses, saying that Yovanovitch's recall as ambassador was a side issue, and that other witnesses' knowledge of key events was largely third-hand. They have also emphasized that the Ukrainians never announced the investigations Trump wanted, and that Zelenskiy said he did not feel "pushed" by Trump.
