Chief of Staff Mick Mulvaney Skips House's Impeachment Probe

After Ignoring Subpoena to Testify, Trump’s Chief of Staff Joins Lawsuit Seeking Court Intervention

The impeachment inquiry is focused on a July 25 phone call in which Mr Trump asked Ukrainian President Volodymyr Zelensky to open an investigation into former U.S. vice-president Joe Biden, leading contender for the Democratic nomination in the 2020 election, and Mr Biden's son Hunter.

Speaking to reporters in New Hampshire on Thursday, Pence stood by Trump and said if Americans read the administration's rough transcript of the call they will find "there was no quid pro quo, the president did nothing wrong".

That's something for viewers to focus on next week, when the impeachment inquiry launched by House Democrats holds its first public hearings.

In his new statement, he said that by the beginning of September, "in the absence of any credible explanation", he concluded that the withheld aid was linked to Mr Trump's demand that Ukraine publicly acknowledge an investigation.

The testimony also corroborated what other witnesses said about Mr Trump having sought to pressure Ukraine into conducting investigations that appeared to be aimed at helping his re-election campaign.

The lawsuit seeking judicial intervention which Mulvaney is hoping to join was initially filed by former White House national security official Charles Kupperman last month after the Trump administration ordered him not to comply with a subpoena from House Democrats. A good illustration of this is the testimony released Wednesday from William B. Taylor Jr., former special envoy to Ukraine.

Earlier this year he told a Ukrainian reporter: "We are what are called the three amigos and the three amigos are [Energy] Secretary [Rick] Perry, Ambassador [Kurt] Volker and myself, and we've been tasked with sort of overseeing the US-Ukraine relationship, between our s at the highest levels of the US government and the highest levels of the Ukrainian government".

There has been no evidence of wrongdoing by the Bidens.

Questions are being asked about Mr Sondland's admission that he was given a "special assignment" in Ukraine by President Trump, despite the fact that Ukraine is not in the EU.

Trump said Friday morning that he thought Mulvaney would "do great" and "I'd love to have him go up", but that he didn't want to validate what he calls a "corrupt" investigation.

He had known about the reports swirling in the media about the Bidens, however, and he "cautioned the Ukrainians to distinguish between highlighting their own efforts to fight corruption domestically, including investigating Ukrainian individuals, something we support as a matter of USA policy, and doing anything that could be seen as impacting USA elections, which is in neither the United States' nor Ukraine's own interest".

Mr. Sondland said he believed the demand to investigate Mr. Biden was "improper" and probably illegal. "I'll give you a second transcript because I actually had two calls with the president of Ukraine".

"Because that's what the president wanted to hear?".
