Footage captured by US surveillance aircraft over northern Syria has documented several incidents that military officials say may constitute war crimes on the part of Turkish-backed forces there, a USA official said. He called Erdogan a "very good friend".

It has sought to publicise the deportations following criticism of Turkey's offensive against Kurdish fighters in northern Syria last month, which several North Atlantic Treaty Organisation allies - including France and Germany - said would undermine the fight against ISIL. Interior Minister Suleyman Soylu said last week that Turkey had almost 1,200 foreign members of Daesh in custody, and had captured 287 during its recent operation in northern Syria. "Whether they take them or not, it is not our concern", the Turkish president said.

The interior ministry spokesperson İsmail Çataklı said on Monday one United States citizen, believed to be Darwis, had already been repatriated and seven German nationals would be flown home on 14 November. The U.N. cited video footage showing fighters with the Ahrar al-Sharqiya armed group filming themselves capturing and executing three Kurdish captives on a highway in northern Syria.

Turkey said more than 20 other European suspects, including 11 French citizens, two Irish nationals and several more Germans, are in the process of being repatriated to their countries of origin.

The US and fellow North Atlantic Treaty Organisation nations say the S-400 would aid Russian intelligence and compromise a US-led fighter jet program. North Atlantic Treaty Organisation claimed the system would compromise the stealth capabilities of the new-generation F-35 combat jets, the delivery of which to Turkey was blocked by the U.S. when Russian Federation completed the first shipment of S-400 components in late July 2019.

The U.S. has since kicked Erdogan out of a multinational program producing components of America's high-tech F-35 fighter jet.

Trump has not yet decided whether to impose congressional sanctions on Turkey for the S-400 purchase.

Speaking with Sky News at an undisclosed location in northern Syria, Kobani said the Turkish offensive into SDF-held territory-also known as Rojava-had taken the pressure off ISIS fighters who survived the Western-backed campaign to destroy their so-called caliphate in Syria. Halkbank is accused of carrying out a scheme to evade sanctions against Iran by moving billions of dollars of Iranian oil revenue illegally.

The changing balance in Syria means that the future is uncertain, Kobane said.
