"While both Teck and Canada are dealing with us in good faith, we feel that Alberta has not taken its duty to consult seriously", Athabasca Chipewyan Chief Allan Adam wrote last week.

The move would help create jobs.

"It's hard to overstate the response of Albertans, not just our government, but Albertans broadly, if this project were to be rejected", Kenney told an audience at the Canada Institute in Washington.

Still, in his letter, Kenney argues that the project is the "model of environmental and social responsibility".

Nixon says it would be best if the federal government would get out of Albertans' way so they can create prosperity for the province and country.

Kenney pointed in particular to the $20.6-billion Teck Frontier oilsands project north of Fort McMurray, near Wood Buffalo National Park in northeastern Alberta. Adding fuel to the fire were several Eastern Liberal MPs lobbying to kill the project outright.

Reuters reported on Thursday that Canada is preparing a financial package that would help boring the pain if it blocks Teck Resources Ltd.'s plan to build the $20.6 billion (US$15.7 billion) Frontier mine that has raised climate and wildlife concerns.

In place of allowing the private investment project to go ahead, federal sources say that direct government spending on infrastructure projects and well cleanup is in the mix.

"The problems surrounding Teck Frontier are separate and different". It's expected to produce 260,000 barrels of oil a day.

Teck has also held participation agreements with 14 Alberta First Nations and Métis communities as part of the approval process, Kenney said.

Post-election tensions between the West and the federal Liberal government are showing signs of easing, two of Canada's premiers suggested Friday as a contingent of provincial leaders fanned out across the US capital to make the case for cross-border trade and investment in the after-NAFTA age.

Federal Environment Minister Jonathan Wilkinson said last month that Alberta's efforts to combat climate change would be considered in the final mine decision, which would last 40 years and emit around four million tonnes of greenhouse gas emissions annually.

Trudeau's dilemma is that while he has never acknowledged the severe economic consequences to the Alberta, Saskatchewan and Canadian economies of fulfilling his climate change promises, he also doesn't have enough money - our money - to subsidize an industry his climate policies are created to kill. What is for certain is that we'll know one way or another by the end of the month. He noted that it's "important that all provinces are working to help Canada to achieve its targets", and that "what Ottawa is looking for is concrete action on climate change".

TIER replaced the NDP's Climate Leadership Plan by maintaining the price on pollution for large emitters but repealing the price on other businesses and residents.
